The episode parodies the format of a documentary, discussing Towelie’s problem of drug addiction and the misadventures of children in a summer camp for the mentally retarded. As a mockumentary, the show makes overly heavy use of interludes of text explaining various circumstances in the show.
Towelie’s drug addiction is brought to the attention of the South Park children, and they make attempts to help Towelie ease out of his problem. Towelie’s history is shown from years of drug addiction through excessively using marijuana, crystal meth, and using cocaine. He previously had a girlfriend and a conceived a child with her (a washcloth), but he was kicked out out their home due to him persisting in getting high. His life continued toward a downward spiral to the point where he is under heavy debt and soliciting oral sex to strangers for money in the alleys. The boys help him get a job at a summer camp for the mentally retarded as a towel to dry off the children. However, Towelie persists in drug use and fellating strangers in the supply closet. The boys set up Towelie to go in a room so they can give emotional speeches to him as a plea to help him from killing himself (except Cartman, who uses this opportunity to broadcast his anti-semitic remarks on television). He refuses their pleas until Butters reveals Towelie’s child, and only then he finally accepts the offer to go to a rehabilitation clinic. Later on, it is found that Towelie completed rehab and is now living with his girlfriend and son.
